A zipped file for each county contains the shapefiles for streets, city/town boundaries, township boundaries and county boundaries. These shapefiles can then be used within a jurisdiction's own GIS system or by utilizing a free GIS viewer, such as ArcExplorer.
They are based on the TIGER/Line 2006 Second Edition files (the most recent data the Census has released). These files include the boundaries that were effective on January 1, 2006 (i.e. all boundary changes reported through the Boundary and Annexation Survey conducted in 2006).
To prepare for LUCA, you can compare these maps with the data you have and determine what streets may be missing from the census maps. If a road is missing, it's a pretty safe bet that any housing units on that street may be missing as well. You will then know ahead of time some of the roads and addresses that need to be added to the census address list and maps.
