Who's Participating in LUCA
Registered Participants
The following link provides a map (updated regularly) of counties, cities/towns and townships who have officially registered for the LUCA program.
Note: if you recently turned in your registration form, the bureau may still be processing your request, so your jurisdiction may not appear on the map just yet.
Who Should Participate in LUCA?
Everyone! Address list coverage is critical to complete enumeration. However, the stakes are especially high for certain areas:
Growing Populations
- If a community has a fast-growing population, some new housing units may not have been added to the Census Bureau's file (particularly if they are noncity-style addresses).
- LUCA participation is especially important for the jurisdictions conducting a special census because of growth.

Declining Populations
- If a community has a declining population, it is all that more important to make sure every housing unit shows up on the Census master address file so none of the remaining population is missed during enumeration.

Large (or Growing) Hard-to-Enumerate Populations
- Minorities
- Poor
